For the first time in 21 years The New York State legislature has actually done its job.

True, the Legislature's budget didn't address a state court ruling to provide more aid for New York City schools. It left out $1.7 billion for welfare, the environment, college construction projects and election modernization, but lawmakers say they'll deal with those issues in coming days. And the budget is subject to vetoes by Gov. George Pataki, who believes lawmakers are spending too much and not doing enough to curtail rising Medicaid costs.
